Turn 3 Mass Self healing / stagger resist / Evasion are all pretty crazy and still valuable lategame. I think that the Defensive/Tanking Oriented Ultimate Mods (Synthesis/Celestian/Voidtech) are objectively the absolute strongest (Talking about FFA or 1 Human 7 AI super lategame), but they're BORING to play with. My favorite expensive secret techs are Bio Spore Hyper Aggresion, Avatar of the Abyss, and Phoenix Bomb Lauchers. I like the best hits from cheap research more than the big boys. Especially in my game since he wiped out the Syndicate fairly early.TLDR Best for me - All 100 Research Mods + Xenografted Muscles + Thermal Targeting Relay + Shield of Remorse. Lex actually responds to war coordination because hes initially very powerful. Becoming Empress with Oracle route and one other ally seems to be the easiest and best route to victory. I made multiple ending saves of that mission in case there was some story effect on Galactic Empire mission availability (there isn't). The problem is that once they have taken the chosen sector/colony they stop and you need to buy their support for another 40 influence to do something else. Wiping out 1-2 enemy stacks or a colony creates enough of a power imbalance that ally AI will actually accept the coordination request and send their armies in almost immediately. On a serious note, the only way I can get AI to do anything useful on any map, including the second Oathbound mission, is to start invading/hitting my enemies then use war coordination in diplomacy. That's what happens when you side with tree hugging Amazons and chronic losers like ELOP, missing your opportunity at real change and potential.
